The passage of the No Child Left Behind Act, which reauthorized the Elementary and Secondary Education Act (ESEA), redefined the federal role in education. NCLB is the most sweeping reform in education since ESEA was passed in 1965. NCLB ushers in a new era in education.

The signing of NCLB on January 8, 2002 by President George W. Bush has drastically changed the culture of education through accountability for results, local control and flexibility, expanded parental involvement and options, and doing what works based on scientific research. Its primary focus is improved student achievement. It reminds us that the role of schools is to educate its citizens. Its goals are lofty – all students can learn, and all students will graduate high school by 2013.

President Bush has charged us with a massive and formidable task. Everyone – administrators, teachers, students, parents, business and community leaders – will notice. Rod Paige, U.S. Secretary of Education, said, “Most important it changes the federal role in education from funding to investing. When federal spending becomes an investment, it gives the federal government the leverage to demand results. With NCLB, education reform has grown up. It is no longer about compliance or excuses; rather it is about improving student achievement by improving the quality of education.”
